Some third party sellers on Amazon do this too. And you dont see it until they charge you.

You pay for the ad relative to how much the sale price is, but the seller is allowed to include handling charges in with the shipping. Unfortunately it seems many sellers are scamming the system in order to save on the listing fee by converting item costs into handling costs.
